Can no longer turn on any Mods

I have a new controller and I can no longer turn on any mods. If I press the mod button and down on the D pad or the A button I get the light notification of turning off any mods but I can no longer turn any on. I have reset the mod chip and I am up to date with v1.8. Anyone know anything else I should try?

Thanks but I replaced the batteries and still nothing. Light up bright and flashes for the turn on but nothing on any button for turning on mods.
