What exactly is the purpose of Jitter?

It just doesn't seem that effective when I use it with different guns. Do I hip fire or ADS? Do I use it close range or long range? I don't know maybe I'm using it wrong or wrong guns.

You hip fire it at close range... Good for the pharo, 48 dredge, M8A7, Haymaker, 205 Brecci, XR-2 and the Sheiva.......

The 48 dredge is actually pretty accurate when ads with jitter. I've been sniping people with it all weekend.
