Controller Wont wont be active in bootloader half the time

exactly what the heading says it works sometimes and sometimes it dosnt its annoying cuzz i need differnt mods and i cant !

thanks and i did that but i cant ever get it to connect to the bootloader.....do i have to use the new bootloader? and does my xbox have to bee off?
