Might be lag? - probably not though.

Have you tried a different controller (not modded) and see if it is normal speed?

Try reflashing the controller and ticking the box?

The UMP .45 is a fairly slow gun, especialy compared to the other submachine guns. Thats my opinion anyways.

Yeah i don't even bother to turn the mod off for ump its so slow anyways and i like m9 secondary
