How to put the controller into programming mode?

I press the sync and hold it and power on but it doesn't have the two top lights only?

Pull batteries.
Insert batteries.
Hold sync button.
Press guide button (still holding sync button).
Controller powers up.
Release sync button.
Plug in play-and-charge cable to controller. Plug other end into PC.
Launch the Viking Flash tool (assuming you already installed the software).
Open the .HEX file you want to program (assumes you already made a .HEX file using the .HEX file software you already installed).
Click program.
Unplug and play.

odingalt, my controller doesn't only have the 2 lights it keeps blinking with all 4?

If you watched the video, did exactly as it showed, and it's not working, time to open a support ticket at the helpdesk and send it back, cuz it's broke. :-(
