Yes but probably only worked on by Infinity Ward by name... many of the key players left IW after a huge lawsuit with Activision over bonus pay...

Fortunately for Activision, despite everyone's complaints about Treyarch's work, the "OMFG I must have it" generation of kids keep on buying the game and setting new sales records...

It's already been confirmed that Sledgehammer Games(ex-Dead Space devs) & Raven Software are the ones working on MW3. Not yet sure if they are going to be credited as being on the IW team, but I 'm sure the name "Infinity Ward will be there. If you put a name like Bungie, Rockstar, or Infinity Ward on a game, better believe the game WILL push copies, regardless if the game sucks. These are the top developers most people know about, well respected and have always came out with great games, so people are going to buy from them.
