preset editor help

ok, im not sure if im just like computer impaired or not but its just not working for me!!! I made my own like setup and save it as a .HEX file... then i open HIDBootloader...i put my thors hammer in programming mode... click the little box that like allows config...i open my new file in it...then i click program/verify.. but every time i do this it says verify failure ive tried redownloading the editor and making a new .HEX file again but that didnt help me
