Can't Get Fast Reload To Work

Pretty sure I have the right settings. MW3, Holding Semtex Grenade, Fast Reload Mode 6, ACR rifle, Mod Button and Blue X button.
Not using Sleight of Hand. The reload speed is normal. Not near as fast as sleight of hand. Any suggestions?

On fast reload mode 6, what is the current timing delay in that slot?
(Are you in the default button layout or an alternative button layout?)
