he means ; if you higher the "numbers" will the reload go faster or slower,
answer : how higher you put your timing (number) how longer the reload will take.

In simple terms, the bigger the number is for the reload delay you program in, the longer it will take the fast reload glitch to start. Hence why it is called a "delay". So if the first number you put in does the reload before your clip restores it's bullets, it is doing it too early and you'll want to increase the number, and vice versa.
