Does the play and charge kit charge the controller when it is in programable mode? (plugged into the computer) does it also charge the rechargeable AA batteries?

yes open the software then click on the start button instead of guide button then put the charge cable in your controller then the usb in you pc of the charge kit then it wil say connected once you upload macro pres on the right thing controller on software with the arrows down to the controller if you record a macro from xbox click on the import button to edit your recorded macro sorry for bad english im dutch. yes it recharge you batteries like it should be it recharge you thing that comes with the charge cable and the normal batteries it doesedn recharge you batteries when its connected to pc the charge cable but it wil charge you batties once you playing on xbox

I don't think it charges properly. It needs to be in "play" mode for the play-and-charge feature to work like on a stock controller.

alright so would the play and charge kit recharge the batteries in a batterie holder?

No it would not it only is set up to charge the battery pack from Microsoft.
