You can't stop jtaged xbox's you can only ban them. which doesn't work really well because people have a key to unlock them xD.

Edit: also Infinity Ward can't do anything about them it is a Microsoft issue to my knowledge.

Really? Because of the DLC, read the first post. Why else would IW do double exp? They only did double exp twice in CoD4, once for the map pack and the 2nd was for the release of Hardcore HQ.
