when i try to download the .Net framework it tells me that it isnt compatible with my previous software. Also when i try to download the winrar it tells me that it isnt a compatible WIN32 file.

You only need .net framework if you are on XP. If you are on vista you are good to go. Here is a link to winrar download page and microsoft .net download page. Make sure you are downloading the correct version. If you use xp and are still having problems I would suggest redownloading and installing again.
