Halo has a set fire rate?

All guns have a fire rate that you cannot go above. It wouldn't make sense to have a standard speed cap on every gun in a particular game be the same and as far as we know there aren't any.
So, no. We haven't heard of this before if you're talking about the game as a whole, but if you are asking if there are speed caps in Halo, yes; there are in every game.

Oh ok. I was trying rapid fire on the DMR & BR it works but I thought it would shoot faster. Haven't tried the needler plasma pistol or other alien guns.

You have to go in a private match and go through and test like everyone else to get right speed but most likely you could find a one set rapid fire for everything. Have not went through game to find out yet been busy. So go through your speeds on the ragnarok and test til you think your passing it up because of stuttering or mod block then back it down til the sweet spot. Then test other guns to see if that works for them.
