A rechargeable AA battery only puts out 1.2 volts, which means the two combined only provides 2.4 volts. You need the non-rechargeable batteries in order to provide the full 3.0 volts (1.5 each). The mAh is just a measure of how long the battery will last, but the voltage drops steadily over the course of the charge.
