Is there a definite limit to the length of a Macro? Or could it be made long enough that one vkm could fill up the entire controllers memory?

I haven't tested a super super super long .VKM, but in theory you can make as big of a .VKM as you want up until it fills up the controller.
The analog values are the values that fill it up faster (joysticks and triggers).
The button presses take typically very little amount of memory. If you only made a macro with button presses I think you would end up with a macro that was several hours long.
