So, Debit Cards, and Prepaid Cards are OK, correct? What about VCCs?
Also, the reason the buyer has to consider all of this is because his primary means for transaction is paypal. Is there no way he could make arrange for a transfer that way?

If you are international I advise using credit or trying PayPal. We've had many instances where an international card is declined but it takes the customer's bank over a week to release the hold. On a credit card this is an annoyance, on a debit card which links direct to the cash in your checking account, this can be a serious budgeting issue for some folks.
If you are domestic, cards are only declined if your billing address isn't an exact match or if your card issuing bank flags the transaction for a hold while their customer service department contacts you to make sure that the transaction isn't fraudulent.
