Ragnarok acting funny?

I just got my controller yesterday and I must be doing something wrong. Player 3 and 4 are lit. I held down the mod button and tapped A and the player 3 light blinks. It's like it is cycling thru blink 2 times....blink 3 times...blink 4 times...etc. Tried turing holding down the mod switch and tapping down on the D pad...same thing. I can not get the controller to reset to only player one light is on. Am I mistaken or doesn't the player 3 and 4 light turn off when there is nothing activated on it?
